About the Role: We are seeking a Senior Development Manager, Location –THQ Redfern , NSW for a Permanent – Full Time opportunity. Purpose of the Role: The purpose of this position is to manage development and deliver capital works projects, ensuring both strategic and operational (regional) outcomes are achieved, including: Provide strategic leadership, oversight and end to end accountability for managing developments and projects in NSW and ACT to serve the mission of The Salvation Army (TSA) and within approved budgets. Devise, negotiate, manage and execute innovative capital management, commercial, risk sharing, shared land and infrastructure and other development structures to achieve the optimum customer and commercial outcomes for TSA. Support the Strategic Asset Management team by contributing commercial, risk analysis and financial guidance in developing innovative and effective ways to optimise the use of the capital assets to fulfil TSA’s Mission and Values. Manage and report on all elements of project performance and delivery across the property portfolio, which covers Metro Sydney and Regional areas. Negotiate and liaise with consent authorities including Councils and State Government organisations Assess options for development, divestment and acquisition to ensure optimal stakeholder agreement and value for money to TSA. Key Roles and Responsibilities: Project Delivery Strategy: Demonstrate a high level of professional conduct based on respect, confidence and integrity. Manage a suite of projects at one time, covering a range of development types, including a mix of land uses and levels of development. This may include refurbishments and upgrades, extensions, redevelopment, joint-use and joint-venture development models and partnerships. Prepare and manage the area Property Project Delivery finance budget tracking and reporting on performance against key financial and commercial outcomes. Ensure project plans are created for each project so that resource and budget requirements are accurately captured and forecast and managed effectively. Ensure timely management of projects throughout their lifecycle from concept to completion. Technical Skills: Prepare building/ project briefs to achieve customer’s requirements, canvas commercial constraints and ensure compliance with planning and statutory regulations such as the Building Code of Australia. Knowledge of or capacity to understand detailed NSW heritage building legislation in relation to a significant redevelopment/refurbishment. Provide Project Delivery advice and guidance ensuring all Development and Capital Projects are in line with key project measures and exit strategies for decommissioned assets. Conduct meetings with key stakeholders and operate a Project Control Group (PCG) agenda, report and meeting minutes. Resolve the most appropriate delivery methodology for construction activities, e.g. Fixed price, design finalisation, design & construction, etc. Prepare a portfolio schedule to identify project pipeline, priorities, expected approvals process, key stakeholders, resources and funding requirements, for review and approval by your manager. Manage the preparation of tender packages and construction contracts, including the tender, vetting, negotiation, letting, defects and ongoing oversight of the appointment of all contractors and consultants, to minimise delivery risk to TSA, while ensuring TSA customer outcomes are achieved. Manage and contribute to funding applications such as Government grants. Assess project risks and document and manage project risk plans including mitigating and eliminating risk. Stakeholder Engagement: Undertake extensive stakeholder consultation to achieve town planning approvals for projects, including community and planning authority consultation. Partner with key stakeholders for the alignment and management of projects within the Property Delivery Plan in meeting TSA/ area needs at both a strategic and operational level. Establish effective working relationships with key leaders and senior managers that result in Project Delivery practices being delivered to a high professional standard. Provide commercial and financial guidance with area business cases and create innovative and effective ways to optimise the development of property assets. Drive continuous improvement approaches that ensures Project Delivery delivers design, customer and commercial outcomes in line with key performance and financial targets. Education and Qualifications Required: Ten+ years as a senior development manager, project director or senior project manager. Successfully undertaken and documented market supply, demand and competitor analysis, including conclusions and recommendations to inform the development brief and commercial analysis. Appointment, briefing and oversight of external valuations, sales and marketing teams to achieve desired financial result from property development activities. Extensive experience in managing development capital works projects up to $120m and leading a significant Property portfolio from inception through to post-occupancy tasks. Highly skilled in use of MS Project, Excel and/ or Estate Master to produce detailed financial assessments, forecasts and development/construction programs. Experience in developing and implementing property strategies to maximise use for financial and service user benefits. Proven track record in developing and delivering key commercial and financial deliverables on time and within budget. Demonstrated success in negotiating contracts, town planning approvals and other commercial agreements.
